Jared Mulconry 81d3010f73 Added the mtime_cache script to hopefully improve use of incremental building with appveyor. 
Reduced the verbosity of the appveyor config.
Added use of mtime_cache.
Fixed the output of an xml version of the test output for hooking into appveyor.
